He's tired after a long season, and feels like someone else would be able to do a better job than him.

It may be he's one of the Sky squad suffering with the viral infection that, apparently, impacted severely on the squad's competitiveness in the Vuelta a Espana? That before the death of their soigneour (sp?) of septacemia as a result of a bacterial infection led to them withdrawing from that race today?
