I have just read the article you highlighted in detail.

What I experienced at Cycle Fit was the reverse of the article.

The seat height went up 30mm and cleat position went forward!

I found an improvement in performance (on my commute) but this may be a placebo effect or because different (less tired) muscles were being worked.
