Article in this month's Cycle Sport on Astana. Despite their comments about how they are "completely new" they have the same sponsor and there is a number of riders who overlap with either 2 or all 3 incarnations of Astana.

Clearly they aren't happy at being left out by RCS and ASO but they said they were a new team with new owners last year, so it's hardly surprising when they say the same this year everyone says "prove it first".
