I guess there are two parts to this.
(i) One is should the rider recieve up-to-date race information.
(ii) should the rider get coached/directed from the team car throughout the race.
Previously a man on the back of a motorbike would infrom the riders of gaps with a chalkboard which is all a bit haphazard and open to abuse if certain teams get the information first. I would argue however that the race information should get to the riders who can then decide what to do.
What I am dead set against in the team manager making the decisions from the relative comfort and "calm" of the team car. I want to see the riders win or lose based on the decisions they make themselves, on their bikes when their brains are addled with a mixture of fatigue and adreniline.
The DS has plenty time before the race to coach the team on different tactics and ultimately the lead rider in the team should be able to marshall his team for his advantage. That way when he crosses the line first he knows it has more to do with his own and his teams ability and not just a pair of hormone enhanced legs and/or a designer blood combo directed by some "mastermind" in a car.
So I guess my solution would be a single one-way radio channel being sent to all riders at the same time. Leave the riders win or lose based on their own decisions. Bring back the sport into pro cycle sport I say.
