It was more a case of big fellas vs skinny fellas in the past. Marco's doom and gloom the World's on drugs ranting doesn't hold water as they always used to be on them in the past as well which would negate this argument.
A non-scientific wild stab in the dark I would suggest that the improvements in aerodynamics and concentration on TT position have been the biggest influence. A good climber will have a good power to weight ratio so if they can make gains in position and their aero and frontal profile they could close the gap. In the 80's say the TTs were more a case of just hammering it on a road bike so the big gear power men had a bigger advantage.
