Box Hill is an SSSI (because of the wildlife and such) so they can't really allow unrestricted access. There should be quite a few points on that loop where you'll be able to see though.

Having discussed the matter with my son, we belive that the fairest way is that in order to be allowed in to watch the race on the hill, you have to be a) a local and b) capable of riding up it in under 12 minutes.
