It's a bit wordy to print out and hand to motorists though.

I suppose you could quote in an incredibly pompous voice( I hope) - are you aware that you are commiting an offence under The Police Reform Act 2002, Provison 59 and if convicted could face a fine? That should do it. trembling in their boots, I should co-co. :D

What it says is that anyone using a motor vehicle in a manner that causes alarm or distress can have their vehicle seized. I'm not sure that it's widely used though.

So we just need a constable in uniform to accompany us on the CR or to witness a motor vehicle intimidating or threatening us? How about that cute WPC we saw one Saturday a few years ago giving someone a ticket at the A23/M23 slip road?

The person driving the vehicle also has to be warned and then carry on the behaviour leading to the alarm, harrassment or distress.

Just like that "£1,000 fine for antisocial cycling" it's not a law to be enforced - it's one to threaten people with. Technically you would be correct in pointing out to a driver that if they use their vehicle in a manner causing alarm or distress, they can have their vehicle confiscated. I can't see it ever happening but then a cyclist is never going to be fined £1,000 for riding up Box Hill either.
