If they are race wheels then 20 front and 24 rear for spokes.
Mavic Open Pro are good (I use them on my commuting and fixed wheel bike, albeit with a lot more spokes). Ambrosio are also very good rims and I've used them in the past. For 30mm profile then IRD get good reviews but I've never used them myself.

I am looking at 23mm to match the 23 Ultremo tyres, from what I read online rides like a tubular!
