Disturbing in KT20. Note that I have none (currently). Scared to venture out the front door now.

It may show either that motorists are well behaved enough not to deserve penalty points OR, as CTC (no agenda, then) suggest, that they are all speeding, yacking on the mobile, steel-box-protected merchants of death and destruction and just not being caught because there aren't enough traffic cops.
The truth is probably somewhere in between so, in the immortal words of Sgt Esterhaus:
"Hey, let's be careful out there!"
