I've had a look at the judgment.

It seems to depend on whether CM is a 'public procession' - defined, helpfully, as a procession held in public . CM is outside the 'regular event' exemption, because it does not always follow the same route.

There is however an exemption for funerals . Not sure they have to be human ones though. Is there a use here for all those squirrels, pigeons, foxes and deer which Jon takes out on his way to early morning TTs?
