Discs V. Spokes

Can someone tell me why the track racers have discs front and rear in some events... and a rear disc and front spokes in others ??

Generally, if it's a race where you're basically riding on the black line (i.e. the pursuits) a front disk is used to maximise the aerodynamic advantages. If you've got to do a lot of moving around on the track (i.e. bunch races) then you use a spoked wheel that's not going to affect your steering if it catches any wind.
