Good spot. I knew we could get free bronze but didn't know that you could use it as a money off type thang on your silver.

So, I've got Silver for £22, I'll put the £13 towards the RL in the new year ;-)

But aren't you supposed to buy BC membership on 1/1 if you want a RL?
I'm confused by the

Does Bronze also remove the need for getting a medical before entering foreign sportives eg etape or marmotte?

BC membership runs for 12 months from the date you get it, a racing licence runs for 12m wef 1/1. If you get BC membership now and a racing licence at 1/1 then you won't be able to race from October 2009 unless you have renewed your BC membership on October 2009. That's all it means and not a big deal if you want membership from now as the road racing season has pretty much wound up by the end of September, you'd certainly know if you enjoyed racing enough to want to do it in 2010 and would therefore be getting another licence and membership. The only issue I can see is if you want to race cyclo-x towards the end of 2009 and then abandon your membership and licence at 31/12.

I'm not certain but it does you get a provisional licence with bronze membership. The licence has a UCI number on it and it is this number that is taken as evidence of being fit and healthy so not needing a medical certificate, but it may be that it has to be a proper racing licence for it to be accepted. An uber-european sportivist like Maria would be probably be able to say for sure.
