Checking stolen bike

Ok... How do I check whether a bike is stolen?
As you may know I had mine nicked earlier this year and I'm browsing for a replacement.
So apart from using my scooby senses, if I get the serial number of a second hand bike is there any way I can check it?

Call your local police station? If it was reported stolen and the number given it'd be on a database for them to check against I'd have thunk.

I'll see if all the questions I'm asking the seller put him off. He's promised to call me back with the serial number.
