I'm no fan of the man, but would it not be fair to say he inherited a sinking ship?

... yes, but given before that he had been First Engineer for many years I don't think you can exonerate him from culpability ....

Quite. I disliked Blair immensely too, I always thought right from '97 that he just looked like a grinning village idiot. Brown has been doing the classic of blaming the economy for a lot of problems without remembering that he was the Chancellor for all those years.
