found this ....I think I'm correct in saying that Actovegin isn't on the WADA banned list?!? Anyway, regardless, is this a drug which is widely used in the peloton? Is it a performance enhancer?

In 1999 there was no test for EPO and no rule against using it. Now there is. You cannot apply today's rules/laws/tests retrospectively to yesterday's perfectly legal activities and then expect to impose sanctions.
How many of us have been guilty in the past of committing what were perfectly legal acts that are now one of the more than 3,000 new crimes our pathetic government has created since 1997? Look them off, tick off whatever you would have been guilty of then hand yourself in at your local nick (if it's still open of course).

For those lawyers among us, read carefully Dr Ashenden's interview (my highlighting):

"AS: You were able to analyze the results, correct?

MA: I interpreted the results. They assessed each sample according the different criteria, and those were the results that we were given."

You can bet he took legal advice before giving that interview.
