According to the repoprt, a UCI inspector had coffee with officials from Lance Armstrong's Astana team in Andorra on Saturday and did not carry out the doping tests on the targeted Astana rider or riders until 55 minutes later.
This effectively ruined what was meant to be a surprise doping test, L'Equipe wrote.
While not confirming the details of the incident, Bordry told RTL radio that testing carried out by the UCI was "less professional" than that done by his agency.
"The same rules and procedures must be applied to everyone," Bordry said.
The AFLD and UCI are working together on the Tour after a dispute between race organizers and the Swiss-based body was resolved.
