For some reason I've brain washed myself into continually buying Blackburn Designs pumps, I've got about 10 now of all shapes and sizes. This is mainly because it was the sales pitches I used to give when I was the shop boy. Anyway, I keep buying them mainly because of the Life-Time warranty, but they are awful at honouring it outside of the States. I've had a bit more success recently, and I have to admit my TP-4 is a quality pump, now that it's been serviced. I do have a lot of problems with all of them though.
Dad has a Topeak JoeBlow a cheepy one and it is horrible, cheap materials, and the barrel is way to large a volume so it is hard to get a pressure above 100psi without extraneous effort.
We have a Lezyne that belongs to work and they look the absolute business quality wise and build, but in action it is awful because it screws onto the valve and often unscrews the valve when you try to remove it and thus letting all the air out of it.
Therefore, honestly I don't know what the answer to this question is either.
