Not 24", but I still have Tom's previous road bike. By flipping the seatpost, it took him from about 4'5" to 5'1". It's a MTB frame with 700c wheels, carbon forks, Sunrace shifters and compact gearing. Long wheelbase can be an issue with smaller kids, but on the other hand you only have to take one sort of innertube out with you.
